CARIBCAN, formally the Commonwealth Caribbean Countries Tariff program, is a non-reciprocal Canadian trade and economic assistance program established by the Parliament of Canada under the Customs Tariff Act in 1986. It grants duty-free access to the Canadian market for goods from Commonwealth Caribbean countries to encourage trade, investment, and industrial cooperation, and it operates with World Trade Organization approval despite normally running against the WTO's rules against unilateral trade preferences.
