The Commonwealth of Independent States Treaty on Free Trade Area is an international treaty establishing a free trade area in goods among post-Soviet states, signed on 18 October 2011 at a CIS Council of Heads of Government meeting in Saint Petersburg and in force from 20 September 2012. Its eight original signatories are Russia, Ukraine, Belarus, Moldova, Armenia, Kyrgyzstan, Kazakhstan and Tajikistan, and the treaty replaced the patchwork of earlier bilateral and multilateral CIS trade agreements; Uzbekistan joined under a separate protocol in December 2013 using different rules of origin. The treaty is open to accession even by states outside the CIS, and members remain free to pursue their own separate trade agreements with other countries.
