Multilateral Development Banks and Institutions

The International Investment Bank is a Russian government controlled multilateral financial institution, initially formed by the Soviet Union on July 10, 1970, and later revived by Russia's government, which moved its headquarters from Moscow to Budapest in 2019 before returning them to Moscow in 2023. Its membership originally comprised the Warsaw Pact states along with Cuba, Mongolia and Vietnam. East Germany left in 1990 after German reunification, Poland left in 2000 ahead of joining the European Union, and the Czech Republic, Slovakia, Bulgaria and Romania withdrew after Russia's 2022 invasion of Ukraine, with Hungary announcing its own departure after sanctions were imposed on the bank's Hungarian leadership. Its current members are Cuba, Mongolia, Russia and Vietnam, and the bank has been subject to international sanctions.
