China Development Bank (CDB) is a policy bank of the People's Republic of China operating under the State Council, established in 1994 and headquartered in Beijing. Wholly state-owned through bodies including Central Huijin Investment and the National Council for Social Security Fund, it finances infrastructure, basic industries, energy and transportation projects in support of the central government's macroeconomic and structural development policies, and by 2018 had grown into the world's largest development bank by total assets, exceeding 16 trillion renminbi; its financed projects have included the Three Gorges Dam and Shanghai Pudong International Airport.
