The Small Countries Financial Management Centre is a charity established in June 2009 to help small states build capacity in government financial management, describing itself as a micro multilateral body. It works mainly with countries of under 1.5 million people, including Antigua and Barbuda, Barbados, Belize, Bhutan, Botswana, the Cook Islands, Dominica, Fiji, the Gambia, Grenada, Jamaica, Kiribati, Lesotho, the Maldives, the Marshall Islands, Mauritius, Montenegro, Namibia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Saint Lucia, the Seychelles, Timor Leste, Tonga, Papua New Guinea, Samoa, the Solomon Islands, Eswatini and Vanuatu. The Centre is based at the Isle of Man International Business School and led by former World Bank chief spokesman Tim Cullen, who created its Small Countries Financial Management Programme, bringing officials from finance ministries, central banks and regulatory bodies together to exchange ideas on risk assessment, debt management and regulatory collaboration. Its partners include the Isle of Man Government, the World Bank, the Commonwealth Secretariat and the Small States Network for Economic Development.
