The Pacific Economic Cooperation Council is a network of member committees of government, business and academic representatives dedicated to promoting cooperation across the Asia-Pacific region, founded in 1980 at the initiative of Japanese Prime Minister Masayoshi Ohira and Australian Prime Minister Malcolm Fraser as the Pacific Economic Cooperation Conference before adopting its present name. It brings together twenty three full member committees, one associate member and two institutional members to discuss regional challenges and develop policy initiatives, and its community-building work helped lead to the creation of the official Asia-Pacific Economic Cooperation forum in 1989, of which it remains one of three official observers. Its international secretariat has operated in Singapore since 1990.
