The Asian Development Bank was established in 1966 under Japanese leadership to finance economic development across Asia and the Pacific, commencing operations on 19 December 1966. Member states chose Manila over Tokyo as its headquarters by a narrow nine-to-eight vote, placing the bank in a borrowing member country rather than in its largest founding shareholder.
