The Cato Institute is an American libertarian think tank headquartered on Massachusetts Avenue in Washington, D.C., founded in 1977 by Ed Crane, Charles Koch, and Murray Rothbard to advocate for limited government, free markets, individual liberty, and a noninterventionist foreign policy. It pursues its mission through public advocacy, media outreach, and published research intended to shape policy debate and public opinion along libertarian lines.
