The Agreement on the Establishment of a Free Trade Area is an international agreement among twelve post-Soviet states signed on 15 April 1994 at a meeting of the Commonwealth of Independent States Council of Heads of State in Moscow, entering into force on 30 December 1994. It set out a free trade regime in goods and, in its original text, described itself as the first stage toward an Economic Union, a phrase the signatories agreed to remove from the text in 1999.
