The OECD grew out of the Organisation for European Economic Co-operation, which had administered Marshall Plan aid after the Second World War. Its founding convention was signed in Paris on 14 December 1960 and entered into force on 30 September 1961, expanding the OEEC's membership to include the United States and Canada and reorienting the body toward coordinating economic policy among market democracies rather than administering postwar reconstruction aid.
