The Russian-American Company was a Russian state-sponsored chartered company formed largely from the earlier United American Company. Emperor Paul I of Russia granted it a charter under the Ukase of 1799. Its mission was to establish new settlements in Russian America, conduct trade with native peoples there, and carry out an expanded program of colonization.
