The State Administration for Market Regulation (SAMR) is a ministerial-level non-cabinet agency directly under China's State Council and the country's primary antitrust regulator, formed in 2018 through institutional reforms that consolidated the General Administration of Quality Supervision, Inspection and Quarantine, the China Food and Drug Administration and the State Administration of Industry and Commerce into a single body. Headquartered at 8 East Sanlihe Road in Beijing's Xicheng District, it enforces antitrust law and also handles data regulation, labor issues and e-commerce oversight, with provincial offices including in Jiangsu, Zhejiang and Shanghai particularly active in antitrust cases.
