The Financial Reporting Council (FRC) is an independent regulator for the United Kingdom and the Republic of Ireland, headquartered in the City of London, established in 1990. It regulates auditors, accountants and actuaries and sets the UK's Corporate Governance and Stewardship Codes, working to enhance transparency and business integrity for investors and others who rely on corporate reports and audits. A December 2018 independent review recommended replacing the FRC with a new body, the Audit, Reporting and Governance Authority (ARGA), a recommendation the UK government accepted in March 2019, though implementation has faced repeated delay; as of 2024 a draft Audit Reform and Corporate Governance Bill remained under development following a change of government that July.
