Herman Daly was an American economist and, with Nicholas Georgescu-Roegen, a founding figure of ecological economics, arguing across a long career that an economy operating within a finite biosphere cannot pursue indefinite material growth. He served as senior economist in the World Bank's Environment Department from 1988 to 1994, using that position to press the institution's own project appraisals to account for natural-capital depletion, and afterward taught at the University of Maryland's School of Public Policy.
