Ecological economics treats the economy as a physical subsystem of a finite biosphere rather than as an independent system that natural resources merely feed into, directly challenging the presumption in mainstream growth theory that produced capital and natural capital are broadly substitutable. Herman Daly, building on Nicholas Georgescu-Roegen's application of thermodynamics to economic processes, argued from the late 1970s for a steady-state economy in which the throughput of matter and energy is held within ecological limits rather than pursued as unlimited growth.

Herman Daly's 1977 book Steady-State Economics made an argument most economists of the time treated as self-evidently wrong: that continuous growth in the physical scale of the economy, not merely in the efficiency with which it uses resources, cannot continue indefinitely on a finite planet. Daly drew the argument from Nicholas Georgescu-Roegen's earlier application of the second law of thermodynamics to economic processes, which showed that every act of production converts low-entropy resources into high-entropy waste in a way that cannot be reversed or fully recycled.

Where mainstream growth theory treated natural resources as one input among many, substitutable for capital or labor when they grew scarce, Daly argued that produced capital, machines, buildings, software, cannot substitute for the natural capital, a stable climate, functioning ecosystems, depletable stocks of minerals and fuel, that make production possible in the first place. A 'steady-state economy,' in his formulation, held the physical throughput of matter and energy constant while still allowing qualitative improvement, better technology, more knowledge, richer culture, without growth in physical scale.

Daly practiced this argument from an unusual vantage point: as senior economist in the World Bank's own Environment Department from 1988 to 1994, where he pushed, with limited success, for the institution's project appraisals to price natural-capital depletion rather than treat it as a free input. He left the Bank still arguing that a lending institution built around growth as the measure of development success could not fully absorb a critique aimed at growth itself.

Why Ecological Economics Treats Growth as the Question, Not the Answer

Most schools of economic thought in this atlas disagree about how to achieve growth, through free markets, state planning, monetary stability or institutional reform, but agree that growth itself is the goal. Ecological economics is unusual in treating that shared assumption as the thing to examine rather than the given. Its starting premise, following Herman Daly and Nicholas Georgescu-Roegen, is that the economy is not an abstract circular flow of income but a physical process that draws down finite stocks of energy and materials and returns waste and heat to a finite biosphere.

From that premise, questions mainstream growth theory treats as settled become open again. Can technological efficiency decouple economic output from physical resource use fast enough to keep growing indefinitely, or does efficiency mostly just make growth cheaper and therefore faster, the so-called rebound effect? Should gross domestic product, which counts environmental cleanup and disaster recovery as positive economic activity, be trusted as a measure of wellbeing at all? Should a country facing ecological limits pursue qualitative development, better health, education, leisure, rather than quantitative growth in physical output?

The field remains a minority position within economics as a discipline, and this atlas records the dispute with neoclassical economics over substitutability and growth as genuinely open rather than settled in either direction. But its influence is visible well beyond its own name, in the rise of national accounts that try to price natural-capital depletion and in central banks and multilateral lenders that now treat climate risk as a financial-stability question rather than an externality someone else's discipline should handle.
