Greater Tumen Initiative

The Greater Tumen Initiative is a multilateral cooperation framework for the Tumen River basin in Northeast Asia, begun in 1991 as the United Nations-led Tumen River Area Development Programme and renamed in 2005, working through six sectoral committees covering transport, tourism, trade and investment, energy, agriculture and environment. Its core members are China, Russia, Mongolia and South Korea, with North Korea an intermittent participant that withdrew in 2009 but has shown renewed interest since 2018; the initiative aligned itself with the Belt and Road Initiative of China in 2015, though its concrete results have remained limited.
